It all started with a woman with a dream. A dream for money.
A powerful tech-mage named Rune, a creature hailing from a world where magic and technology blended together seamlessly, managed to stumble upon an amazing finding; through her work she was able to locate the precise location and time at which all travel intersects. And with that discovery came the realization; all money flows through crossroads.
She traveled to the location and promptly constructed a small building and several powerful spells to capture anyone who was using some means of travel such as magic, portals, teleportation, and more. As a result she got quite a few angry individuals... But even more who were interested in her wares and in her vision. Several opted to return and set up their own shops (paying a hefty tax to Rune, of course.)
From here, things spiraled onward. A collection of shops became a crude mall. The mall soon sprouted homes around it, like mushrooms. More and more was built up and soon Rune the Wizardess found herself in charge of a small city. Being a person with a bit of an ego, she named it after herself.
Over time the spells used to capture travelers were relaxed, instead becoming refined into the Door District and people flocked to Rune of their own accord. The city grew until it became the sprawling metropolis it is today, and rulership passed (or was forcibly taken) from ruler after ruler throughout the ages.
Because of its unique position in time and space, travelers from virtually everywhere arrive, bringing their own magic and technology and other such goods with them. As a result, Rune has gotten the reputation of being a place to find anything and anyone.
And recent disappearances have also added on the fact that it's a city in which you may be best treading carefully...
