Also known as the District of Indulgences, Vice holds anything a person could desire, in its own (mostly) regulated district. Anyone in Rune is welcome to come and partake in the vices of their homeworld, or experiment with those of other places. Just make sure you bring your wallet. The proprietors frown heavily on non-payment, and they will be paid before you're allowed to leave, one way or another.
The establishments lining Vice's entrance nearest the Blue District are attractive and expensive, inviting the rich and powerful to partake in whatever may strike their fancy. Appropriately, these are known as the Blue Vice businesses. Further in, you can find the businesses more in line with the average citizen's price range, referred to as Red Vice. Many Blue Vice businesses, along with a small handful of Red Vice, have received a "Shah's Seal" of recognition. These businesses provide Vice's highest quality of product and services, as well as staunchest safety standards for customer and employee alike. They're also the most expensive businesses of their kind, but hey, you get what you pay for!
If you want to pay less without taking too many chances, your best bet is to stick around the Red Vice. Beyond that are the very cheapest businesses, "fondly" called the Vice Pits, after Rune's slums. If gambling is your vice, you might want to risk it. With the lack of oversight, low number of patrols, and risk of being robbed (or worse), it's a high stakes game every night. Feeling lucky?
Operating a Vice-categorized business (including acting as a self-employed seller of indulgences) in any other district is highly illegal. What happens in Vice, stays in Vice.
Or else.
